undefinedPhilip M. Kelly was born in Omaha, Nebraska. Philip graduated from the University of Nebraska in 1972, after which he was on active duty in the Army as a 2nd Lt.

Philip graduated from Creighton University Law School in 1977. He moved to Scottsbluff, Nebraska in the summer of 1977 and has been actively practicing law since 1977 in the Nebraska Panhandle. Philip has been a Chapter 7 Bankruptcy Trustee since 1989.

He was an Adjunct Faculty Member with Western Nebraska Community College from 1977 to 1990, spring 1997, fall 2004 until spring 2006, and has taught credit courses I Real Estate Principles and Real Estate Law. He is a Certified Real Estate Instructor by the Nebraska Real Estate Commission.

Philip has also presented numerous seminars including Continuing Education seminars for real estate brokers and license holders, bankruptcy related issues and divorce for the Nebraska Lawyers’ Project, Scotts Bluff County Bar Association, Family Law Initiative Seminar, and for the 2004 Young Lawyer’s Section Practice Seminar. He has presented materials on trustee issues for the Nebraska State Bar Association Bankruptcy Section, Bankruptcy Seminar in 2005. In 2006, he made a presentation concerning bankruptcy issues, exemptions and BAPCPA for the Annual Institute on Survey of Nebraska Law, Young Lawyers’ Section, Nebraska State Bar Association.

Philp M. Kelly has been a member of the Nebraska State Bar Association and the Scotts Bluff County Bar Association since 1977. He has served as a board member of the Bankruptcy Section of the Nebraska State Bar Association. He has been a member o the National Association of Bankruptcy Trustees since 1989. In 1991, Philip was on the Nebraska Supreme Court Task Force on Gender Fairness in Court.

Philip has served as a board member and past president of the University of Nebraska Panhandle Alumni Association from 1996 to 2002. Philip has served on the Scottsbluff Family YMCA board for 9 years and is a past President and recipient of the 2008 Volunteer of the Year Award. He currently serves on the Historic Midwest Theater board.

Philip has served as a city attorney for several municipalities in Western Nebraska for the past 40 years.

Philip provides legal serves for clients concerning bankruptcy matters, including both creditor and debtor, insurance defense, real estate transactions, contract disputes, corporate matters, wills and probate matters, higher education law, and consulting with other city and county government boards.
